Why is this card good?

Bountiful Promenade is a premium dual land for any Selesnya (GW) deck, and it's specifically designed for Commander. The "two or more opponents" clause means it enters untapped in virtually every multiplayer game — which is the default EDH experience. That makes it functionally an untapped Forest/Plains dual most of the time, with no life loss, no shock cost, and no basic-land-type requirement to enable. The lack of basic land types is its only real downside: it doesn't fetch with Wooded Foothills-style fetches or count for Tithe/landfall-of-type effects. But for pure fixing, it's strictly better than tapped duals like Temple Garden's worse cousins, with no payment. Play it in any GW or multicolor deck running green and white — tokens, +1/+1 counters, lifegain, Selesnya goodstuff, etc. Essentially an auto-include in those colors. Skip it only in dedicated 1v1/Duel Commander, where it almost always enters tapped, or if your deck heavily relies on basic land types for fetching.
