Why is this card good?
Choked Estuary is part of the "battle land" / Shadows over Innistrad reveal-land cycle, and it's one of the better Dimir duals for fixing your mana without a meaningful tax.
Why it's good: It enters untapped if you reveal an Island or Swamp from hand — and crucially, that includes basics, Triomes, and any dual with the Island/Swamp subtype. In a typical UB deck running a handful of basics plus fetchable lands, it's untapped the vast majority of the time, especially in the early turns when tempo matters most. It's also a true dual color-wise, dodging the "nonbasic land hate" only in that it taps for both colors cleanly.
Who wants it: Any two-color Dimir deck, or any deck where UB is part of a larger identity but you still run enough Islands/Swamps to enable it (control, mill, theft, reanimator).
When to skip: Decks light on basics or Island/Swamp-typed lands — it'll enter tapped too often. Five-color soup with few qualifying lands gets less value than a simpler tapland or shock dual.

Lands don't have a subtype just because they can produce mana of the corresponding color. Choked Estuary itself is neither an Island nor a Swamp, even though it produces blue and black mana, so you can't reveal one to satisfy the ability of another.

If an effect instructs you to put Choked Estuary onto the battlefield tapped, it will still enter the battlefield tapped even if you reveal a land card from your hand.

You may reveal any land card with either or both of the appropriate subtypes. It doesn't have to be a basic land. For example, you could reveal Prairie Stream from the Battle for Zendikar set to satisfy the ability of Choked Estuary.
