Why is this card good?

Delney, Streetwise Lookout is one of the strongest white creatures printed in years, and it's all about that second ability. Doubling triggered abilities on small creatures is absurd in the right shell. Think ETB and attack triggers: blink decks with [[Soulherder]] effects, [[Goldfish]]-style value engines, and most importantly token and aristocrats strategies where everything is cheap and small. Cards like Cleric of Life's Bond, Skullclamp draws, and any creature that triggers on tabbing or death suddenly do double duty. It's also a [[Panharmonicon]] on legs that walks into a creature body—and it stacks with Panharmonicon. Best homes: white go-wide tokens, blink/flicker value, aristocrats, and any commander leaning on cheap utility creatures. The evasion clause is a nice bonus for chip damage and pingers. Don't play it in big-creature decks, voltron, or ramp-heavy builds where your creatures routinely have 3+ power—you get nothing but a vanilla 1/3. It needs a critical mass of small, trigger-heavy creatures to shine.

    Once a creature you control has become blocked, reducing its power to 2 or less and/or increasing the power of the creature blocking it to 3 or greater won't cause it to become unblocked.

    Triggered abilities use the word "when," "whenever," or "at." They're often written as "[Trigger condition], [effect]." Some keyword abilities are triggered abilities and will have "when," "whenever," or "at the beginning of" in their reminder text.
