Why is this card good?
Dovin's Veto is the gold standard for noncreature counterspells in Azorius decks. The upgrade over Negate is meaningful: "this spell can't be countered" matters in a format full of blue mirrors and control battles, so your Veto reliably lands the answer when it counts most.
For two mana, it stops the things that win Commander games: combo pieces, board wipes, game-ending instants/sorceries, planeswalkers, and big artifacts. That efficiency makes it a near-auto-include in any UW-based control, stax, or interaction-heavy deck — Dragonlord Ojutai, Grand Arbiter Augustin IV, or any reactive Esper/Jeskai/Bant shell.
The obvious limitation: it can't touch creatures. In a creature-heavy meta or against a beatdown commander, a dead Veto in hand feels awful. If your pod resolves threats primarily through creatures, lean on flexible counters like Counterspell or removal instead.
Play it when your deck wants cheap, reliable answers to spells; cut it when your interaction needs to handle bodies too.
