Why is this card good?
Dramatic Reversal is famous for one reason: the infinite combo with Isochron Scepter. Imprint Reversal under the Scepter, and if your nonland mana rocks/dorks produce 3+ mana, you can untap them, repay the Scepter's 
, and generate infinite mana — plus infinite untaps of anything else nonland.
That combo is the card's entire identity. It's a staple in cEDH and combo-focused decks, especially blue artifact/storm builds with commanders like Urza, Najeela, Kenrith, or any deck running lots of mana rocks. The infinite mana then funnels into an X-spell, a draw outlet, or a wincon like Walking Ballista or Aetherflux Reservoir.
Outside the Scepter line, it's mediocre — untapping your own permanents is a niche, low-impact effect that rarely justifies a card in casual decks.
Don't play it unless you're running Isochron Scepter (or another way to loop it) and have enough nonland mana sources to go infinite. In a battlecruiser deck, it's near-blank.
