Why is this card good?
Everflowing Chalice is colorless ramp with built-in scaling, which is exactly what gives it staying power. Early game you pay 
for a Mind Stone-ish effect; late game you can dump excess mana into it and untap for a huge colorless rock. That flexibility matters in Commander, where you rarely want a dead card.
Where it shines:
- Colorless/Eldrazi decks and any deck wanting generic ramp without color requirements.
- Big-mana / ramp shells that produce excess and want a mana sink.
- Artifact synergy decks — it's an artifact that triggers Urza, Karn, affinity payoffs, and untap shenanigans (Voltaic Key, Unwinding Clock get nasty).
The downside: it only makes colorless mana, so it's weak in greedy multicolor manabases that need specific colors fixed. It's also slow on rate — paying for two mana is below Signet/Talisman efficiency, and you only break even by going bigger.
Skip it in tight three-color or fixing-hungry decks. Play it where colorless mana and the scaling sink are genuinely useful.

You can cast Everflowing Chalice without kicking it at all if you wish. However, if Everflowing Chalice has no charge counters on it, activating its last ability won't produce any mana.
