Why is this card good?
Ghostly Flicker is a workhorse blink spell, and the key word is two — flickering two permanents at instant speed for three mana is excellent value, especially in dedicated ETB decks.
The classic application is value engines: blink two creatures with enter-the-battlefield triggers (Mulldrifter, Solemn Simulacrum, Eternal Witness, etc.) every turn. It also untaps lands by flickering them, and combined with Dualcaster Mage or Naru Meha plus a free spell-copy enabler, it forms infinite-blink loops that power combo finishes. Untapping two lands or producing infinite mana/draw/death triggers makes it a real combo piece, not just a value card.
Wants: blink/flicker decks (Brago, Roon, Ephara, Aminatou), aristocrats splashing blue, and combo shells looking for cheap loop pieces.
Don't play it if your deck lacks meaningful ETB triggers — it does nothing on its own and isn't a protection spell (cards still leave the battlefield, so auras/counters are lost). It needs two targets, which can be awkward early.
