Why is this card good?
Hullbreaker Horror is a premier finisher and protection piece for spellslinger and storm-style blue decks.
The flash + can't-be-countered combo lets you slam it down at instant speed on an opponent's end step, dodging sorcery-speed removal and counter wars. From there, every spell you cast — including instants on opponents' turns — bounces a permanent or counters a spell by returning it to hand. That makes it a soft Cyclonic Rift engine and a hard wall against combo decks.
It's strongest in artifact/spell-heavy decks that cast many cheap spells: Urza, Talrand, Kraum, or any storm-leaning build with rituals and free spells. With infinite mana and a 
cantrip, it's a literal win con — bounce all permanents or loop spells.
Skip it in creature-centric or low-spell-count decks; if you're only casting 2-3 spells a turn, it's just a 7-mana 7/8 with mediocre value. It wants volume to shine.
