Why is this card good?
Minamo, School at Water's Edge is a quietly powerful utility land for blue decks built around legendary permanents — which, given every Commander is legendary, is more relevant than it looks.
The core appeal is untapping your commander or other legends. This shines with commanders that have tap abilities: Azami, Arcum Dagsson, Selvala variants, or any "tap to draw/tutor/produce mana" legend. It effectively doubles their activations each turn for a single blue mana. It also untaps legendary mana rocks or creatures used in combo loops, and can break parity by untapping things mid-stack.
It enters untapped and taps for blue, so the downside is minimal — it's a Island with upside in mono-blue or Simic/Azorius-style decks.
Skip it if your commander has no tap ability and you run no other legendary permanents worth untapping — then it's just a slightly worse Island that's symmetrical (opponents' legends are valid targets, though you'd never do that). Pure value land in dedicated legendary-synergy or combo shells.
