Why is this card good?
Mox Diamond is one of the premier fast-mana rocks in Commander — a zero-cost, any-color source that accelerates you a full turn ahead. In a format about consistently casting big spells, free acceleration that fixes colors is elite.
The catch is the discard cost: you pay a land to keep it. That's why it shines in competitive/high-power decks running plenty of cheap card advantage, land recursion (Crucible of Worlds, Ramunap Excavator), or graveyard payoffs (reanimator, lands-matter, dredge). Discarding a land into a recurring engine turns the "cost" into upside. It's also great in any deck that wants explosive, low-curve starts — cEDH staples and ramp-heavy commanders.
When NOT to play it: land-light or top-heavy decks that can't spare a land early get blown out — playing it on turn 4 off your last land is awful. It's also a Game Changer, so avoid it in lower-bracket pods. If your deck has no graveyard synergy and a tight mana base, a standard mana rock serves better.
