Why is this card good?
Plaguecrafter is a workhorse edict on a body, and the "each player" symmetry barely matters because you get to choose which of your creatures dies — usually a token or the Plaguecrafter itself.
The real value is in repeatable abuse. In aristocrats decks, you sacrifice a token to Plaguecrafter's edict, then reanimate or blink it to force opponents to sacrifice again. Pair it with Blade of the Bloodchief, Dictate of Erebos, or value engines like Meren, Mikaeus, or Sheoldred to grind opponents out of blockers and key creatures.
Wants it: sacrifice/reanimator decks, blink (Roon, Aminatou), and any black deck that needs to strip a hexproof commander or pesky planeswalker without targeting.
Skip it in decks that go wide on tokens — opponents just sacrifice their own chaff and you accomplish little. It's also weak in creature-light control shells where you can't loop it. It shines specifically when you can recur it cheaply and the table is light on fodder.
A strong budget edict — best as an engine piece, not a one-shot.
