Why is this card good?

Taiga is a dual land from the original "ABUR" dual cycle, and it's about as good as a fixing land gets. It taps for both red and green untapped, with no life loss, no conditions, and — crucially — it carries both the Mountain and Forest basic land types. That typing is the real reason to run it over a tapland or shockland alternative. Fetch lands (Wooded Foothills, Windswept Heath, etc.) can grab it, and it gets buffed or enabled by cards like Yavimaya, Cradle of Growth, Dryad of the Ilysian Grove, and various ramp/land-matters synergies. In a Gruul deck, it's a near-zero-cost upgrade to your manabase. Any Gruul commander wants this — Xenagos, Omnath, Klothys, aggressive stompy or ramp lists all benefit, especially with fetchlands. The only reason NOT to run it: budget. Reserved List status makes Taigas expensive, and a basic-typed alternative or a Karplusan Forest gets you 90% of the way there for pennies. Don't overpay if your deck isn't fetch-heavy.
