Why is this card good?
Veyran is a magecraft doubler that quietly breaks open spellslinger decks. That second ability is the real prize: every magecraft and "whenever you cast an instant or sorcery" trigger fires twice. With Young Pyromancer you make two tokens per spell; with Archmage Emeritus you draw two cards; with Storm-Kiln Artist you net double Treasures, which can spiral into genuine combo turns.
Who wants it: spellslinger and storm decks built around UR instants/sorceries. She's a fantastic commander herself (cheap, on-color, immediately impactful) but also slots into the 99 of Niv-Mizzet, Krark/Sakashima, or any "cast a million cantrips" shell. Combined with cost reducers and ritual payoffs, she's an engine and a wincon enabler.
When to skip her: if your deck isn't densely packed with cheap instants/sorceries and magecraft payoffs, she's just a 2/2 that gets bigger. Creature-heavy or non-spellslinger UR decks (e.g. artifacts, dragons) get almost nothing from her. She also dies to everything, so protect her or have a backup plan.

Some effects instruct you to copy an instant or sorcery card in a zone other than the stack. These copies do not cause magecraft abilities to trigger. However, most effects that do this also allow you to cast the copy, and casting the copy will cause magecraft abilities to trigger.
