The Commander

Whenever Bill Ferny becomes blocked, choose one —

• Create a Treasure token. (It's an artifact with "{T}, Sacrifice this token: Add one mana of any color.")

• Target opponent gains control of target Horse you control. If they do, remove Bill Ferny from combat and create three Treasure tokens.

Gameplan

Bill Ferny is a cheap mono-blue Treasure engine: send him (and ideally a Horse) into combat and profit when he's blocked, turning each attack into ramp or a forced donation. Use that Treasure flood to power out oversized blue spells, artifacts, and X-payoffs while your evasive crew chips in. The deck wins on the back of explosive mana, card advantage, and a few inevitability finishers rather than fast aggression.

Strengths

  • Repeatable Treasure generation off a 2-mana commander accelerates your whole game plan
  • Mono-blue gives access to the best counterspells, card draw, and bounce to protect the engine
  • Treasures fuel artifact synergies, X-spells, and big payoffs ahead of schedule
  • Flexible trigger lets you ramp hard or dump unwanted permanents on opponents for three Treasures

Weaknesses

  • The Horse-donation mode is awkward in mono-blue, which has very few real Horses
  • Trigger requires Bill to be blocked, so savvy opponents simply let him through to deny value
  • Low body means he dies easily and contributes little combat damage himself
  • Mono-color limits the best Treasure payoffs (most live in red/white), so Treasures are mainly ramp
  • Reliant on the commander; if Bill is repeatedly removed the engine stalls

  • Lure — Forces all creatures to block Bill, guaranteeing the trigger and a stack of Treasures every combat.
  • Nemesis Mask — Repeatable way to compel a block so Bill reliably generates value when he attacks.
  • Universal Automaton — A changeling counts as a Horse, enabling the donate mode for three Treasures on demand.
  • Brudiclad, Telchar Engineer — Token and Horse-token enabler that turns your team into copies you can attack with and donate.
  • Pull from Tomorrow — Premier X-draw spell that converts your Treasure surplus into a refilled hand.
  • Stroke of Genius — Treasure-fueled X-spell that draws a pile or can deck an opponent as a finisher.

Upgrade Path

Lean into forced-block enablers (Lure, Nemesis Mask, Bait and Switch) so Bill's trigger is never optional, and add changelings to make the donate mode live. Upgrade ramp into true blue payoffs—powerful X-spells, fast artifacts, and a clean combo or two—while packing premium interaction like Fierce Guardianship, Mana Drain, and Cyclonic Rift. Tutors such as Mystical Tutor and a Reliquary Tower/Thought Vessel package help convert the Treasure flood into consistent, explosive turns.
