Bill the Pony is a mono-white toughness-matters commander: he makes Food on entry and converts a sacrificed Food into letting a creature deal combat damage equal to its toughness. Build a wall-beatdown deck full of high-toughness defenders, then crack Food to swing for huge chunks while gaining life and grinding the board. You fill the early turns with Food and defensive bodies, then turn your blockers into lethal attackers once Bill is online.
Add more enablers that make toughness matter (Doran, Assault Formation, High Alert) so you aren't bottlenecked by one Food per attacker, plus toughness anthems like Belligerent Hippo effects or Unbreakable Formation for protection. Improve mono-white's weak spots with rocks (Arcane Signet, Smothering Tithe), card draw (Welcoming Vampire, Mentor of the Meek triggering off your bodies), and efficient wraths. Finally, expand the Food package with Cauldron Familiar, Witch's Oven, and Trail of Crumbs to keep Bill's ability fueled while generating value.
