The Commander

Whenever you cast a blue spell, exile the top card of target player's library.

Whenever you cast a black spell, exile the top card of target player's library.

Your opponents can't cast spells with the same name as a card exiled with Circu.

Gameplan

Circu is a UB control commander who exiles cards from libraries every time you cast a blue or black spell, slowly grinding opponents toward an empty deck while locking them out of casting copies of exiled cards. You play a reactive control game—counter, remove, draw—and let incidental triggers stack mill while you assemble a dedicated mill or deck-out win.

Strengths

  • Mill plus a soft lock: exiled cards can't be recast by opponents, hosing their answers and combo pieces
  • Cheap-spell-heavy UB decks trigger Circu repeatedly for free, accelerating mill
  • Lives comfortably in a control shell with the best counterspells and removal in the format
  • Targeted exile can pick on a single combo/library-dependent opponent

Weaknesses

  • Mill is slow in a 40-card-larger, three-opponent pod unless heavily supported
  • No evasion or built-in protection; dies easily to removal and you lose the lock value
  • Triggers only fire from your own spells, so passive turns advance nothing
  • Many decks recur graveyards/exile or simply outpace your clock

  • Maddening Cacophony — Mills half of every opponent's library when kicked, the fastest swing in a Circu deck.
  • Bruvac the Grandiloquent — Doubles all your mill, turning incidental Circu/spell triggers into lethal deckouts.
  • Fraying Sanity — Each end step it doubles a target's mill, compounding with every Circu trigger.
  • Mesmeric Orb — Repeatable mill engine that hits the whole table independent of your spellcasting.
  • Jace, Wielder of Mysteries — Converts your own potential deckout into a clean win and supports a mill-into-victory plan.
  • Counterspell — Cheap blue interaction that protects your engine and triggers Circu's exile.

Upgrade Path

Add fast mana (Sol Ring, Dimir Signet, Talisman of Dominance) and the premium counter/removal suite to ensure you survive long enough to win the long game. Tighten the mill package around Bruvac, Maddening Cacophony, and Fraying Sanity, and include Archive Trap/Glimpse the Unthinkable for burst; protect Circu with cheap regenerators or hexproof effects. If mill stalls, splash a backup win like Thassa's Oracle plus self-mill to guarantee a deck-out finish.
