The Commander

Whenever Emissary Green attacks, starting with you, each player votes for profit or security. You create a number of Treasure tokens equal to twice the number of profit votes. Put a number of +1/+1 counters on each creature you control equal to the number of security votes.

Gameplan

Emissary Green is a mono-green Council's Dilemma commander that rewards combat. Each attack forces a profit/security vote where you either flood into Treasure ramp (profit) or pump your whole board with +1/+1 counters (security). You leverage the fact that opponents rarely give you the result you most want, so you build to capitalize on both outcomes—going wide with creatures so security counters matter, while using Treasures to power explosive plays.

Strengths

  • Every attack generates value regardless of how the table votes
  • Treasure ramp accelerates into huge green threats and X-spells
  • Mono-green gives access to the best ramp and big-mana payoffs
  • Scales well with a wide creature board for security votes
  • Cheap five-mana commander that impacts the board immediately

Weaknesses

  • Only triggers when attacking, so it's reliant on connecting in combat
  • Opponents control the vote and will pick the worse option for you
  • No evasion or protection built in—easily removed or chump-blocked
  • Mono-green lacks interaction, card draw consistency, and removal
  • Vulnerable to board wipes that erase your counter and token investment

  • Hardened Scales — Adds extra +1/+1 counters every security vote, making that outcome devastating.
  • Craterhoof Behemoth — Treasure ramp and a wide board make this a one-shot kill from the profit/security setup.
  • Branching Evolution — Multiplies the +1/+1 counters from security votes for explosive board growth.
  • Cathars' Crusade — Turns every creature entering and counter event into a snowballing army alongside the vote counters.
  • Smothering Tithe — Stacks even more Treasures on top of profit votes, fueling absurd ramp.

Upgrade Path

Lean into counter doublers (Doubling Season, Branching Evolution, Hardened Scales) and token doublers to break both vote outcomes, and add evasion like Rogue's Passage or trample enablers so attacks reliably connect. Improve mana with Treasure synergies (Smothering Tithe, Pitiless Plunderer) and add green's best ramp to convert Treasures into game-ending payoffs. Round out with green interaction (Beast Within, Heroic Intervention) to protect your board and answer threats.
