The Commander

At the beginning of your end step, if a permanent you controlled left the battlefield this turn, put a +1/+1 counter on each tapped creature you control, then untap them.

Gameplan

Lulu turns expendable permanents into a steady stream of +1/+1 counters and pseudo-vigilance. Each turn you sacrifice, fetch, or blink a permanent so the end-step trigger fires, then your tapped attackers grow and untap to block. With a Background to define your second axis, you grind out a wide, ever-bigger board and crash in repeatedly.

Strengths

  • Mono-white means easy Plains-heavy mana and access to white's best tax/recovery pieces.
  • Free anthem-on-counters every turn that ALSO untaps your team, granting effective vigilance and double-duty attackers.
  • Trivially easy to trigger — fetchlands, sacrifice fodder, treasures, clue/food, or blink all satisfy the condition.
  • Background slot lets you tune the deck toward aggro, tokens, or value without changing your engine.

Weaknesses

  • The end-step trigger only helps after combat or for blocking, so it's slow to close on its own.
  • Mono-white card advantage and ramp are historically thin without dedicated payoffs.
  • Counters get blanked by board wipes, leaving you with no permanent payoff.
  • Needs a permanent to leave each turn — without enablers the ability whiffs entirely.

Key Cards

  • Skullclamp — Sacrificing 1-toughness tokens draws cards AND reliably satisfies Lulu's left-the-battlefield clause every turn.
  • Bennie Bracks, Zoologist — As a Background he turns your wide, growing token board into repeatable card draw on every end step.
  • Phyrexian Reclamation — Repeatedly returns creatures to hand, an easy recurring sacrifice/leave trigger that also rebuilds after wipes.
  • Anointed Procession — Doubles your tokens so Lulu's counters and untaps blanket a much wider board.
  • Sun Titan — Recurs cheap fetchlands, sac outlets, and value permanents, keeping the engine running and triggering Lulu.
  • Esper Sentinel — Premium mono-white card advantage that keeps your grindy gameplan fueled.

Upgrade Path

Lean into fast, free sacrifice fodder — Skullclamp, Bitterblossom-style generators in white like Mondrak/Anointed Procession, and cheap fetch effects — so the trigger never whiffs. Add proliferate (Inspiring Call, Evolution Sage) to compound counters and strong mono-white card advantage (Esper Sentinel, Welcoming Vampire, Smuggler's Copter) to fix white's draw problem. Pick a Background that matches your curve: Bennie Bracks for grind, or an aggressive Background plus mass-pump finishers to actually kill the table.
