Rashida Scalebane is a niche white commander built around her Dragon-hating tap ability, but in practice you build a mono-white midrange/control deck that grinds the game out with efficient creatures, removal, and lifegain while flavorfully punishing Dragon decks. Turn to turn you develop mana, deploy threats and stax pieces, and protect Rashida so she can deter combat from Dragon commanders or pivot the deck toward go-wide or Voltron plans. Most games are won not by her ability but by the strong mono-white shell around her.
Lean hard into mono-white's best support: add fast mana (Sol Ring, Mana Crypt, Smothering Tithe) and card advantage (Land Tax, Esper Sentinel, Welcoming Vampire) to paper over the color's weaknesses. Add a compact combo or reliable win like Heliod, Sun-Crowned with Walking Ballista or an Aetherflux Reservoir lifegain payoff so you aren't dependent on Rashida's narrow ability. Finally, include strong protection and recursion (Teferi's Protection, Swords to Plowshares, Cataclysm-style resets) to control the board until your finisher comes online.
