Cast a high volume of cheap-to-expensive noncreature spells to pump Shantotto and refill your hand, then close with commander damage or a big payoff turn. Early turns set up rituals, rocks, and cantrips; midgame you chain spells to grow Shantotto and dig, then swing or combo off. The 'spend 4+ mana' clause rewards X spells and big bursts with free card draw.
Add fast mana and rituals (Mana Vault, Jeska's Will, Pyretic/Desperate Ritual) plus cost reducers like Goblin Electromancer to chain more spells per turn. Tighten the package with efficient cantrips, evasion enablers (Rogue's Passage, Whispersilk Cloak), and protection (Deflecting Swat, Heroic Intervention) so Shantotto survives to connect or combo. For higher power, lean into Aetherflux Reservoir, Underworld Breach loops, and tutors to make wins more consistent and faster.
