Sisay is a WUBRG toolbox commander: assemble multiple legendary permanents to pump her power, then use her five-mana activated ability to repeatedly tutor legendary permanents directly onto the battlefield. You snowball into a chain of legendary creatures, planeswalkers, and artifacts that either lock the table out or assemble a combo.
Strengths
