Whenever one or more creatures you control with flying attack, draw a card, then discard a card. When you discard a nonland card this way, put a +1/+1 counter on target creature you control.
Teo is a mono-blue flyers commander that floods the air with evasive threats, then turns each combat into card selection: every turn your flyers attack you loot, and pitching a nonland card grows one of your creatures. You play a low, evasive curve, protect Teo and your fliers, and snowball counters and card advantage until your skies are simply too big and too plentiful to block.
Add efficient evasive threats and token engines (Murmuring Mystic, Talrand, Sky Summoner, Docent of Perfection) plus anthems like Favorable Winds to scale the army. Lean into discard payoffs—madness creatures or reanimation targets—so Teo's loot is never a downside, and prioritize protection (Heroic Intervention's blue analog, counterspells, blink) to survive wraths. Tighten the curve and add ramp like Sol Ring and a few mana rocks to deploy threats and hold up interaction simultaneously.
