Gameplan

Cast a hard-to-remove hexproof serpent and turn it into a one-creature kill clock while mono-blue control elements keep the board safe. Spend early turns ramping, countering threats, and drawing cards, then suit up The Terror with equipment, auras, and evasion to close the game with commander damage. Because it can't be targeted by opponents, it dodges spot removal and becomes a reliable carrier for buffs.

Strengths

  • Hexproof dodges the vast majority of single-target removal, protecting your investment
  • Mono-blue gives access to the best counterspells, card draw, and bounce in the format
  • Reliable Voltron carrier — auras and equipment stick because opponents can't kill the creature easily
  • Commander damage gives an inevitable clock once it connects a few times

Weaknesses

  • Still dies to board wipes, edicts, and 'sacrifice' effects that don't target
  • No evasion in its own text, so it can be chump-blocked or walled all day
  • Seven mana is steep and the body alone does nothing the turn it lands
  • Mono-blue struggles to remove established permanents and big blockers without bounce
  • Hexproof protects you but also means you can't be helped — and it doesn't stop combat tricks like Pongify-style edicts indirectly

  • Tezzeret's Gambit — Reliable card advantage to refuel while you set up the kill.
  • Cyclonic Rift — The premier mono-blue board reset to clear blockers and protect your alpha strike.
  • Swiftfoot Boots — Haste lets the serpent attack the turn it lands, speeding up an otherwise slow clock.

Upgrade Path

Lean into evasion and protection rather than just raw power — Rogue's Passage, Whispersilk Cloak, and unblockable auras make the clock far more reliable. Add efficient interaction (Swan Song, Fierce Guardianship, An Offer You Can't Refuse) and ramp (Sol Ring, mana rocks, Cultivate-style blue ramp via High Tide lines) to cast the commander faster and protect the swing. Finally, include sweepers like Cyclonic Rift and anti-blocker tech so a single connection ends the game.
