Gameplan

The Thirteenth Doctor is a Simic value engine built around casting spells from exile and graveyards—suspend, foretell, adventure, flashback, cascade, plot, and impulse draw all trigger Paradox to drop +1/+1 counters, while Team TARDIS untaps your counter-laden creatures every end step for repeated attacks, blocks, and ability activations. You ramp early, develop a counter-matters board, and snowball card advantage from alternate-zone casting before closing with an oversized, perpetually-untapping crew. As a Doctor, she's best paired with a companion background to round out the deck's identity and synergy.

Strengths

  • Generates free +1/+1 counters every time you cast from exile/graveyard, fueling +1/+1 and proliferate synergies
  • Team TARDIS grants pseudo-vigilance and lets tap-ability creatures fire twice per turn cycle
  • Simic colors offer elite ramp, card draw, and counter payoffs
  • Low cost (3 MV) means she hits the board early and gets going quickly

Weaknesses

  • Counters and the untap engine evaporate to a single board wipe, resetting your tempo
  • Removal-heavy metas punish the commander since most value hinges on her being in play
  • Needs critical mass of alternate-zone spells; a generic Simic goodstuff build underutilizes her
  • No built-in card advantage or protection on the commander herself

  • Aeve, Progenitor Ooze — Storm copies trigger off each spell and the copies grow huge while Team TARDIS keeps them untapped.

  • Inkshield — A foretell payoff that makes blockers while Paradox adds a counter to your board.
  • Hardened Scales — Multiplies every Paradox trigger, turning incidental counters into a fast clock.
  • Vorel of the Hull Clade — Doubles counters on a target and untaps each end step thanks to Team TARDIS.

Upgrade Path

Lean hard into alternate-zone casting—load up on suspend, foretell, cascade, and free-spell enablers like As Foretold and Finale of Devastation so Paradox triggers constantly. Add counter doublers (Doubling Season, Branching Evolution) and proliferate to convert incidental counters into lethal threats, plus untap-payoff creatures that exploit Team TARDIS. Round it out with strong Simic ramp and protection (Heroic Intervention, Lightning Greaves) so your engine survives interaction.
