The Commander

Creatures you control have vigilance and "{T}: Surveil 1." (To surveil 1, look at the top card of your library. You may put that card into your graveyard.)

{2}{G}{G}{W}{W}{U}{U}, Exile this card from your graveyard: Return any number of target artifact cards with total mana value 10 or less from your graveyard to the battlefield. Activate only as a sorcery.

Guide

Gameplan

Flood the board with artifact creatures that all gain vigilance and a surveil ability, filling your graveyard while you attack and develop. You bin big artifacts via surveil (or sacrifice/mill), then use Tocasia's graveyard activation to mass-reanimate up to 10 mana value of artifacts in one explosive turn. Win by overwhelming with reanimated bombs or grinding card advantage from the constant surveil engine.

Strengths

  • Free repeatable surveil on every creature fuels graveyard reanimation and card selection
  • Vigilance lets your team attack and still hold the fort
  • Mass artifact reanimation from the yard can cheat out multiple expensive bombs at once
  • Bant gives access to the best ramp, tutors, and protection

Weaknesses

  • The graveyard ability requires six pips of specific mana and exiles Tocasia, so it's a one-shot effect
  • Heavily reliant on the graveyard—vulnerable to exile-based hate
  • Tocasia herself does little to protect the board from wraths
  • Surveil-only self-mill can be slow without dedicated enablers

Upgrade Path

Add more cheap sacrifice outlets and self-mill (Buried Alive, Vessel of Nascency, Faldorn-style enablers) so you can stock the yard fast and reuse the reanimation window. Tighten the mana base with fixing and rocks to consistently afford the GGWWUU activation, and include protection like Heroic Intervention or counterspells to safeguard the payoff turn. For higher power, lean into a dedicated artifact combo (e.g., Thopter-Sword or infinite mana into a big reanimation) rather than relying solely on fair value.
