Why is this card good?

Meticulous Archive is one of the best budget-to-mid dual lands for any Azorius deck. It's a true Plains Island, so it fetches with Farseek, Prismatic Vista, Flooded Strand, and other typed-land tutors, and it counts for Urborg-style or domain effects—a meaningful upgrade over generic taplands. The surveil 1 is small but real value: it smooths draws, enables your graveyard, and triggers magecraft/surveil-matters payoffs. In control, spellslinger, or any deck running fetches, you essentially get a free scry every time it enters. Who wants it: basically every two-color or higher UW deck on a moderate budget, plus graveyard-leaning builds (reanimator, delve, surveil synergies). It slots seamlessly into Azorius control, blink, and value decks. When to skip it: high-powered/cEDH lists that can't afford a tapped land, and decks with no fetch or graveyard synergy where a fast untapped dual (Hallowed Fountain, Adarkar Wastes) is simply better. The ETB-tapped clause is the only real cost—otherwise, near-auto-include.
