Why is this card good?

Mockingbird is a flexible clone with a built-in tax: you pay enough X to match the target's mana value, so cheaper copies are cheaper. That scalability makes it far better than fixed-cost clones like Clone or Phantasmal Image in many spots — early it grabs a mana dork, late it copies a bomb. The catch is the mana-value cap and the fact it must copy something already on the battlefield (including your own creatures). It can't snag a 7-drop unless you pay seven, so it doesn't function as a cheap silver bullet against expensive threats the way Phyrexian Metamorph does. Want it in: any blue deck that values the best creature out (clone tribal, value/control, flicker/blink shells that reuse ETBs). Copying your own commander, a key Sun Titan, or an opponent's mana rock are all live lines. The flying upside matters in token/go-wide. Skip it in low-creature spellslinger decks or fast combo lists where a vanilla clone with conditions is too slow and situational.
