Why is this card good?
Wishclaw Talisman is the cheapest unconditional tutor in black, full stop — two mana to put any card into your hand. The catch is you hand the artifact to an opponent afterward, so they get a tutor too. The trick is making sure that downside never matters.
The classic line: tutor for a game-ending combo piece or wincon on the turn you're about to win, so the opponent never gets to activate it. Alternatively, pair it with sacrifice outlets (Goblin Bombardment, Phyrexian Tower), bounce, or steal effects to reclaim or destroy it before they cash in. Daretti, Krark/Sakashima, and any combo-oriented black deck love it.
Who wants it: combo decks, cEDH black shells, and tutor-hungry decks that can close out fast.
When not to play it: slow, grindy, or "goodstuff" decks with no immediate payoff. Handing a free tutor to three opponents in a durdly midrange game is a real liability — only run it if you can convert the tutor into a win or remove the artifact yourself.
