Vhal turns toughness into a colorless mana faucet: load up high-toughness creatures, defenders, and Vhal-pumping effects, then tap for a pile of that you sink into activated abilities, X-cost gizmos, and spells cast from anywhere but your hand. You ramp into oversized artifacts and mana-hungry engines while your vigilance body still blocks, then convert that mana into a game-ending activated ability or an infinite loop.
Add fast mana and toughness-boosters (Sword of the Animist, equipment, counters) so Vhal taps for lethal mana earlier, then include cheap untappers (Freed from the Real, Pemmin's Aura) and a closer like Walking Ballista or Staff of Domination to assemble compact infinite combos. Round out with mono-blue staples—Cyclonic Rift, Rhystic Study, strong counters, and tutors like Mystical Tutor/Muddle the Mixture—to find and protect the engine, and run Heroic Intervention-style protection plus extra commander recursion to insure against removal.
