Why is this card good?

Kutzil is two cards in one, and both matter. The first ability — opponents can't cast spells during your turn — is a quiet, powerful combo enabler. It shuts off instant-speed interaction (removal, counterspells, Fogs) while you go off, attack, or assemble a wins. For a three-mana GW creature, that's serious protection that flies under the radar of "ban my engine" tables. The second ability rewards +1/+1 counter and pump strategies: any creature buffed above its base power draws you a card on combat damage. In counters decks (think Hamza, Ghave, or +1/+1 matters builds), this turns combat into a card-advantage engine. Who wants it: GW counters/aggro, Selesnya midrange, and combo decks needing a protective shell. Strong as a 99 in any deck stacking power buffs. When to skip: Pure token-go-wide decks rarely pump individual creatures, so the draw trigger stays dead. If your deck isn't buffing power, you're just paying three mana for a tax effect — fine, but underwhelming.
