Why is this card good?
Muddle the Mixture is really two cards in one, and that's the whole appeal.
As a counterspell it's narrow — only instants and sorceries — so it's not your generic catch-all. But the transmute is where it shines: for you can tutor any 2-mana card to hand. That's a huge pool in combo decks: Demonic Consultation, Dramatic Reversal, Dark Ritual (in identity), Mystic Remora, Swan Song, Mana Vault, Sol Ring, Hangarback, and most importantly combo pieces like Power Artifact or Sensei's Divining Top.
Who wants it: dedicated combo and cEDH decks running tight 2-mana combo packages (Isochron Scepter + Dramatic Reversal, Thassa's Oracle lines). It's a flexible tutor that doubles as situational interaction protecting your combo.
