Why is this card good?
Raffine's Tower is a Triome — a triple-typed land that fixes all three colors of an Esper (WUB) deck while carrying real upside. The Plains/Island/Swamp typing is the key: it's fetchable by Flooded Strand, Polluted Delta, and friends, plus it counts for domain, landfall, and "basic land type matters" effects.
The flexibility shines late-game thanks to cycling. Flooded with lands or stuck on a clunky hand, you can pitch it for a fresh card instead of playing a dead land — a meaningful smoothing effect over a 100-card singleton deck.
Play it in any two- or three-color deck within Esper colors: control, aristocrats, blink, reanimator, or anything with fetchlands wanting reliable fixing. It's a near-automatic include.
The only real cost is that it always enters tapped, which hurts in fast, low-curve, or cEDH decks where tempo matters. If you're not running fetches and want untapped speed, lean on duals or shocklands instead — but for most Esper midrange piles, it's excellent.
