Why is this card good?
Command Tower is the single best non-basic land in the format and an auto-include in virtually every multicolored deck. It enters untapped, has no drawback, and taps for any color in your commander's identity — making it perfect mana fixing for two-, three-, four-, and especially five-color decks where consistent colors are the biggest deckbuilding hurdle.
The card scales with greed: the more colors your commander demands, the more valuable it becomes. Five-color and WUBRG-hungry commanders like Najeela, Kenrith, or any Sliver/Dragon tribal deck treat it as a true any-color source. Even two-color decks happily run it as essentially a tapland-free dual.
The only time you skip it: mono-colored decks. With a single-color commander, it just taps for that one color, making it strictly worse than a basic (no land-type synergies, no fetchability). If your commander is colorless, it produces nothing at all.
Otherwise, run it. There's no opportunity cost and no reason not to.
