Why is this card good?
Viscera Seer is the cheapest, most efficient free sacrifice outlet in black, and that's exactly why it sees so much play. For one mana you get an unlimited, untapping "sac a creature" engine with no activation cost — the scry is just a bonus, smoothing your draws as you go.
It's a staple in aristocrats decks, where you need a reliable outlet to trigger Blood Artist, Zulaport Cutthroat, Mortician's gain/drain effects, or death triggers en masse. It also enables combos: anything with Gravecrawler + Blood Artist + a recursion engine, or sac-loops that need a free outlet to function. Commanders like Teysa Karlov, Yawgmoth, or Meren love having a no-cost throat-cutter on board.
The downsides: it's a fragile 1/1 that does nothing on its own, and the scry doesn't gain life or damage opponents. If your deck just wants payoffs without needing a free outlet — or you'd rather run Carrion Feeder or Ashnod's Altar for the upside — skip it.
Bottom line: if you're building aristocrats, this is a near-auto-include.

If you sacrifice an attacking or blocking creature during the declare blockers step, it won't deal combat damage. If you wait until the combat damage step, but that creature is dealt lethal damage, it'll be destroyed before you get a chance to sacrifice it.
