Choose a partner that defines a focused win plan — an aggressive Voltron body like Rograkh, or a value/combo enabler — then build the protection suite around it with hexproof equipment and cheap counterspells. Add fast mana (Sol Ring, Mana Crystals, Mox Amber) and premium card draw to consistently deploy and defend your threat. Lean into mono-blue's untargetable enablers (Steel of the Godhead, Aqueous Form, Whispersilk Cloak) so the commander tax becomes redundant insurance rather than your only defense.
