River Song is a punisher commander: she draws from the bottom of your library (enabling bottom-of-library tutoring and topdeck manipulation in reverse) and grows plus pings opponents whenever they scry, surveil, or search their library. The deck forces card selection and fetching onto opponents (or just relies on their natural shuffling/scrying) while pumping her into a steadily growing damage engine, then closes with direct damage, commander damage, or symmetric draw effects you bend in your favor.
Lean into effects that force opponents to search and scry on demand (Path to Exile, Assassin's Trophy, edict-style 'search' cards) so Spoilers fires every turn rather than waiting on opponents. Add evasion and protection equipment (Sword of Fire and Ice, Whispersilk Cloak, Lightning Greaves) to turn her counters into reliable damage, and tighten the manabase with fast mana and UR card advantage. For top-end, add a backup burn/storm finisher so games don't stall if she's removed.
