Why is this card good?
Dispatch is one of the cheapest hard removal spells in white, but it's entirely dependent on metalcraft to do real work. For a single white mana, exiling a creature — getting around indestructible, regeneration, and death triggers — is premium efficiency. Without three artifacts, it's just a Tap effect, which is nearly useless in Commander.
That said, exile-on-a-creature is the gold standard for removal, especially against commanders you want gone permanently. The catch is the condition: you need to reliably hit metalcraft.
Who wants it: Artifact-heavy decks. Think Urza, Jhoira, Breya, Sydri, or any white-inclusive equipment/affinity build that floods the board with artifacts. In those decks, metalcraft is trivially online and Dispatch becomes a one-mana exile spell — fantastic.
When NOT to play it: Any deck that isn't artifact-dense. If you can't consistently control three artifacts, you're running a conditional Tap effect, and you're far better served by Swords to Plowshares or Path to Exile, which have no setup requirement.
