Why is this card good?
Elspeth, Sun's Champion is one of the best white planeswalkers in Commander because every ability does meaningful work. Her +1 makes three bodies a turn — that's relentant value for token strategies, sacrifice fodder for aristocrats, or chump blockers to protect your life total and her loyalty. She lands at 4 loyalty and immediately ticks up, so she's hard to remove with attackers.
The -3 is the real draw: a repeatable, asymmetric board wipe that conveniently spares your 1/1 Soldiers and most utility creatures while gutting opposing fatties. That alone makes her excellent in go-wide and stax-adjacent decks that punish big-creature builds.
She fits token commanders (Adeline, Jirina, Heliod), aristocrats needing fodder, and any midrange white deck wanting card-advantage-equivalent value. The -7 emblem genuinely wins games when you have a board.
Skip her in decks built around large creatures (Voltron, big stompy) — your own threats die to the -3, and her tokens don't support a single-creature gameplan.
