Why is this card good?
Underground River is a premium dual land for any Dimir (UB) deck. The painland category is one of the best dual cycles in the game precisely because it enters untapped and produces both colors immediately — there's no tempo loss, no surveil delay, no conditions to meet.
The 1 damage to yourself is essentially irrelevant in Commander, where you start at 40 life. Tapping it for colorless to avoid pings is a nice luxury, but you'll rarely care. In a format where smooth, untapped mana wins games and life totals are a deep resource, this is close to a strictly-better tapland.
Who wants it: literally any two-color UB deck or any deck running blue and black within a larger identity — control, mill, reanimator, aristocrats, spellslinger. It's a default include.
When to skip: only if your deck is hyper-budget and you'd rather run basics, or if you're so heavily one-colored that a basic serves better. Otherwise, run it.
