At the beginning of your upkeep, you lose 2 life and exile the top card of your library. You may play that card for as long as it remains exiled.
Each noncreature spell you cast from exile has conspire. (As you cast that spell, you may tap two untapped creatures you control that share a color with it. When you do, copy it and you may choose new targets for the copy.)
Rassilon turns your upkeep into a recurring impulse-draw engine, exiling the top card each turn (paying 2 life) and letting you cast it whenever. The payoff is conspire on every noncreature spell cast from exile: tap two same-colored creatures to copy your removal, card draw, counterspells, and bombs for free. You grind value, double up your best instants and sorceries, and bury the table in two-for-ones until a copied finisher or repeated removal closes the game.
Add cheap card-selection (Ponder, Mystic Sanctuary, Scroll Rack) so your impulse draws are never wasted, and load up on token producers or mana dorks to reliably fuel conspire. Prioritize high-impact noncreature spells worth copying—board wipes, modal instants, and tutors—and include lifegain like Aetherflux Reservoir to convert the engine into a win. Tutors such as Demonic Tutor and fast mana (Mana Crypt, Dimir Signet) raise consistency and let Rassilon stick earlier.
