Why is this card good?
Azorius Chancery is a serviceable but unexciting fixer for UW decks. The big draw is that it taps for two mana of different colors, effectively replacing the land you bounce and netting you a colored-source upgrade. That bounce can also be upside: reuse an ETB land (Bojuka Bog-style effects, or a fetch you want to re-crack) or save a land from a sacrifice/destruction effect.
The downside is real: it enters tapped AND sets you back a land drop the turn you play it, so it's slow on tempo. That makes it best in midrange and slower control or aristocrats/value decks that don't mind the speed loss and appreciate consistent two-color fixing on a budget.
Don't run it in fast, low-curve, or competitive UW decks where entering tapped and losing tempo matters — Hallowed Fountain, fetches, or untapped duals serve those better. It's a budget-bracket inclusion: fine when you can't afford premium duals, skippable otherwise.
