Why is this card good?
Sundown Pass is a quietly excellent fixer for Boros (R/W) decks, and one of the better dual lands available in those colors. The key is its conditional untapped clause: if you already control two or more other lands, it enters untapped. That means it's a tapland on turn one or two, but an untapped dual every turn after — exactly when you want it. Compared to a pure tapland, this is a real upgrade.
Boros notoriously lacks the deep fixing of other color pairs, so any land that produces both colors untapped without a real cost (no life loss, no fetch requirement) is worth running. It slots into essentially every R/W deck: aggro, equipment/voltron, tokens, blink, and stax shells alike.
When not to play it: in decks heavy on turn-one plays (fast aggro, Sol Ring into a one-drop you must hit) where an early tapland disrupts your curve, or budget-be-damned cEDH builds that prefer untapped lands like Plateau or Sacred Foundry. Otherwise, an easy include.
