Gameplan

Ambassador Laquatus is a mono-blue mill commander whose activated ability lets you grind an opponent's library to zero for {3} per use. Early game you stall with counters, bounce, and removal while building mana, then in the mid-to-late game you sink mana into Laquatus or a dedicated mill engine to deck out one or more opponents. He's slow on his own, so most builds back him up with control elements and faster mill payoffs.

Strengths

  • Repeatable mill from the command zone that ignores creatures and life totals
  • Mono-blue gives access to the deepest counterspell and card-draw suite in the format
  • Untap and ramp synergies can turn his ability into a one-turn kill
  • Doesn't care about an opponent's board state or lifegain

Weaknesses

  • {3} for three cards is painfully mana-inefficient against three opponents and big libraries
  • Mill is often the weakest win path in multiplayer EDH and draws hate
  • Fills opponents' graveyards, fueling reanimator and delve strategies
  • Single color means no access to extra removal or board wipes outside blue
  • Slow clock lets combo decks win first

  • Traumatize — Halves a library instantly, setting up a Laquatus kill the same or next turn.
  • Fraying Sanity — Doubles all mill against one opponent, turning Laquatus and wheels into a fast clock.
  • Bruvac the Grandiloquent — Doubles every mill effect you control, including Laquatus, making each activation hit six cards.
  • Sands of Delirium — A second repeatable mill mana sink that scales as the game goes long.
  • Rings of Brighthearth — Copies Laquatus's activation for {2}, doubling output per use.

Upgrade Path

Add mill multipliers (Bruvac the Grandiloquent, Fraying Sanity) and copy/untap effects (Rings of Brighthearth, Lithoform Engine) to multiply each Laquatus activation. Build strong ramp (Sol Ring, Mana Vault, High Tide, Nykthos) so you can chain activations in one turn, and lean into a hard counterspell shell to protect the engine. For a backup win, include alternate threats like Jace, Wielder of Mysteries or Laboratory Maniac in case you mill yourself, plus mass mill payoffs to close out faster than pure {3}-per-three grinding.
