The Commander

Eerie — Whenever an enchantment you control enters and whenever you fully unlock a Room, surveil 2 if this is the first time this ability has resolved this turn. If it's the second time, each opponent discards a card. If it's the third time, put a creature card from a graveyard onto the battlefield under your control.

Gameplan

Victor turns enchantments and Rooms into a snowballing engine: chain multiple Eerie triggers each turn to surveil, strip opponents' hands, and reanimate the biggest creatures from any graveyard. You flood the board with cheap enchantments, blink/unlock Rooms, and convert that engine into card advantage and free fatties. Win by grinding opponents out of resources while assembling a board they can't answer.

Strengths

  • Free reanimation from any graveyard once you hit three Eerie triggers in a turn—massive value on a 3-mana commander.
  • Built-in card advantage and selection via surveil 2, plus repeatable hand disruption.
  • Cheap to cast and easy to rebuild, keeping the engine online after wraths.
  • Synergizes with the deep pool of BW enchantments, auras, and Rooms.

Weaknesses

  • Engine requires hitting multiple enchantment/Room triggers per turn—single triggers do little.
  • Relatively fragile body; needs the board to do anything and is a removal magnet.
  • No built-in evasion or protection, so it can stall against interaction-heavy tables.
  • Can be slow to set up before the enchantment density comes online.

Upgrade Path

Increase your count of cheap, repeatable enchantment triggers—creature-enchantments and blink effects like Ghostly Flicker, Felidar Guardian, and Conjurer's Closet let you reliably reach the third Eerie tier each turn. Add efficient reanimation targets and fill graveyards with self-mill so the third trigger always has a fat payoff. Round it out with strong stax-light enchantments and protection (Sterling Grove, Greater Auramancy) to keep the engine safe from removal.
