−3: Exile the top card of your library. Create a number of 1/1 blue Faerie Dragon creature tokens with flying equal to that card's mana value.

Gameplan

Elminster is a value-engine planeswalker commander that grinds card advantage and discounts your spells. Plus him every turn to draw and scry, ticking him toward an effective ultimate while making your instants and sorceries dramatically cheaper. You snowball into a spellslinger or control win, or use the -3 to flood the board with Faerie Dragon tokens off a high-mana-value exile.

Tighten the win plan around Approach of the Second Sun or a compact combo, and load up on planeswalker protection (Teferi's Protection, The Wandering Emperor) since your commander dies to combat. Stax pieces like Drannith Magistrate and Grand Abolisher buy time for the value engine to dominate.
