The Commander

When Jill enters, return up to one other target nonland permanent to its owner's hand.

{3}{U}{U}, {T}: Exile Jill, then return it to the battlefield transformed under its owner's control. Activate only as a sorcery.

I, II — Mesmerize — Target creature can't be blocked this turn.

III — Cold Snap — Tap all lands your opponents control. Exile Shiva, then return it to the battlefield (front face up).

Gameplan

Jill is a tempo-and-bounce commander in mono-blue: she bounces a nonland permanent on every ETB, then flips into Shiva, a Saga that makes a creature unblockable twice before tapping down all opponents' lands. Loop Jill via blink/recursion to repeatedly bounce threats and tax your opponents while you ride evasive creatures or a control shell to victory.

Strengths

Add fast mana and flicker engines (Sol Ring, Mana Vault, Conjurer's Closet, Deadeye Navigator) to abuse Jill's bounce every turn. Lean into a tight control package—Cyclonic Rift, Force of Will, Fierce Guardianship, Mystic Remora, and Rhystic Study—and a compact win like a beefy unblockable threat or an infinite-blink combo to close before opponents stabilize.
