Why is this card good?
Why it's good: Commercial District is a Gruul dual that counts as both a Mountain and a Forest, making it fetchable by basic-land tutors (Skyshroud Claim, Wood Elves, Farseek won't grab it, but Cultivate-style and typed fetches like Wooded Foothills do). The surveil 1 is small but real value — it smooths draws and feeds graveyard strategies, all on a land you'd play anyway.
Who wants it: Any Gruul deck running fetchlands or basic-type tutors benefits from the dual typing. It's especially nice in graveyard-matters decks — Lord Windgrace, Korvold, or any reanimator/landfall build — where filling the yard with surveil has upside instead of being neutral.
When not to play it: It enters tapped, which matters in fast or competitive Gruul where tempo is king. If you're not leveraging the dual typing or graveyard synergy, an untapped dual or basic is often better. Pure aggressive lists may prefer speed over the marginal surveil.
