Why is this card good?
Overflowing Basin is a clean Simic dual that taps for both your colors — but at a real cost. The activation means it doesn't ramp you, it just fixes; you're effectively paying two mana to get two colored mana. That's a tempo hit early, which matters in a format where curving out and casting your commander on time is huge.
Where it shines: budget Simic decks (Tatyova, Aesi, Kinnan, etc.) that just need reliable GU fixing and don't have access to fetches, shocks, or premium duals. It enters untapped and never gives life away, so it's serviceable filler in two-color piles.
When to skip it: any deck with real money to spend. Tropical Island, Breeding Pool, Flooded Grove, Yavimaya Coast, and the bond/Triome lands are all strictly more efficient. Fast or competitive Simic builds can't afford the extra mana and the tap-land-like sluggishness.
