Why is this card good?
Sakura-Tribe Elder is one of the best two-mana ramp pieces in green, full stop. The reason it beats a Rampant Growth on a card is flexibility: you cast it turn 2, leave it up as a chump blocker against an early aggressor, then sacrifice it during combat or end-of-turn for the land. You essentially get to ramp AND defend with the same card, deciding which matters more on the spot.
It also plays beautifully with sacrifice and recursion themes. In aristocrats or graveyard decks, it's a free sac fodder body that already paid you back, and it loves blink/reanimation (Eternal Witness, Sun Titan, Roon, etc.) for repeatable ramp.
Who wants it: virtually any green deck, especially ramp, midrange, lands, and aristocrats. It fixes colors via basics and accelerates explosive turns.
When to skip it: decks running few or no basics (heavy nonbasic/dual-land manabases) blunt it, and ultra-fast cEDH lists sometimes prefer mana rocks for off-color fixing.
