Rhoda is a mono-white counters-matter commander that grows every time an opponent's creature is tapped outside of combat. You flood the board with tappers, detain effects, and pacifism-style tap-down to both neutralize the table's threats and balloon Rhoda into a vigilant beater. Win by either swinging with a counter-pumped Rhoda or by going wide and overrunning while the opponents' creatures sit tapped down.
Lean into evasion and protection (Whispersilk Cloak, Lightning Greaves, Swiftfoot Boots) so Rhoda's counters actually connect, and add proliferate plus doublers to outpace removal. Improve mono-white's weaknesses with card-advantage engines (Esper Sentinel, Welcoming Vampire, Smothering Tithe, Land Tax) and cheap rocks (Sol Ring, Arcane Signet, Mind Stone). For higher power, add stax-flavored tap-down like Static Orb or Winter Orb with your own untappers, and consider a Sunblast Angel/Settle the Wreckage package to punish the creatures you keep tapped.
